You are imagining black helicopters. In fact, things are much simpler:
the position of the Board has not been made clear because the board
doesn't know yet what it's position is.

Doubtful in the extreme. I don't think vsgn is overly concerned about
what happens to .org, and I am pretty sure that the only reasons that
there was any mention of .org being non-commercial was because 1) that
is an implication of rfc1591, and 2) the people doing the negotiating
thought that is what the internet community would want.
