Not to "that" National Government, but to "those" National Government*s*.
The whole point in signing international treaties is to ensure common
approach within the scope of the treaty for all signatory countries.
And this is exactly the point that makes a UN treaty organization
interesting for policies that have to be applied uniformly worldwide, and
not subject to the specific legislation of a single country.
