  Your assuming here that the ICANN BoD and staff has even read the
WG-Review Report.  I am not...  That's the difference...

  Inclusiveness has always been an issue that the ICANN BoD and before that
the ICANN Interim BoD has not been willing to directly deal with.  It is isn't
a difficult task unless you make it one.  So far it has been MADE a difficult
task....
