In the case under discussion here. The most complete argument is in the WG
archives. It really can't be summarized without losing a lot of content. The
appropriate response really is RTFA, in this case. Both pro and con
arguments were made and multiple inter-locking conclusions were drawn. The
answer was very complex and the reasoning was moreso. It didn't help that
some of the discussion over-flowed into WG-C.
