The chair is supposed to speak on behalf of the GA when there has been a 
group decision process directing such speech.  Where was the GA consensus 
process requesting the effort he describes?

1.  You mean the chair of the GA is not accountable to members of the GA?  Wow!

2.  In case you did not notice, my request was designed to move his request 
from vague, general and ambiguous, over to focused and practical.  As such, 
it should not matter where the request came from.
