the key clause is "as long as there are no colliders". that means there
are no problems until there are problems. it ignores how to avoid collisions.
avoiding collisions requires a central authority. that is what root
namespace administration is all about.
when someone decides to split off from one root namespace administration
and to form their own, they have embarked on an independent path. They are
free to do that.
They are not, however, free to come back later and demand inclusion in the
previous namespace. That constitutes an attempt to claim retroactive
authority over the previous namespace administrator.
