I'm not so sure. Best practise would indicate a bottom-up procedure, meaning
any request for new resources, including mailing lists, should be initiated
by the GA, not the NC. The Chairs, empowered by consensus of the GA, would
need to make a formal request of the Secretariat, so first there has to a
discussion by the GA, then a vote to confirm consensus by a resolution to
that effect. It is for our Chairs to determine when is the appropriate time
to bring discussion to a close and present a formal motion.
Does the NC have the right to veto a GA resolution to form additional
mailing lists if resources are readily available?
Also, I thought WGs were drawn from members of the GA, so I don't understand
the distinction you are trying to make between GA lists and WG lists
exactly.
