Very nice thoughts here Cindy, but I am afraid not very realistic.
This is hard nose politics at its worst/best, depending on your point of view.

There are any number of potential reasons. I for one have several
interests. First and formost is my position as spokesman for our
members all stakeholders that are very much disallusioned and
feeling betrayed by ICANN in many areas....

No we don't set policy, we play a role in it's formation however, or
we are supposed to.
