The IRS publication 557 has extensive language surrounding the cited "text"
that LIMITS when to apply that test.

Hence, you need to cite the specific conditions that ICANN satisfies which
bring it under this test.  You need to be careful to refer to the relevant
ICANN documents that substantiate this.
