I think it is asking a lot of monitors to cover all lists.  It is not going to 
be that easy to find monitors for all the lists, but they really should be 
responsible for only one or two at the most.  It's very time consuming.

I also think that list rules should be established for each list since each 
will be topic specific and posting limits should not be imposed unless 
there is serious abuse.  In a WG, the list monitor should have wider 
leeway in imposing on-topic rules, etc, IMO.
