So do registries and registrars, but they get their own constituency. If
these folks were at all interested in participating, I think they could make
a compelling case for their own representation on the Names Council. Those
numbers represent at least as significant an investment in infrastructure as
many registrars make. No matter how you define "stakeholder," those folks
matter.
