I am not sure how this discussion wandered into my inbox, nor am I certain where it is going. However you will note the following
statement at paragraph 47 of the WIPO report at the url below:
"[I]n the interests of public health and safety, INNs should be protected against registration as domain names." ¶ 47
Now, it is beyond question that INNs are not subject to an intellectual property claim. They are, after all "Non-proprietary"
names. Since this is not an intellectual property issue, but as WIPO states, it is a public health and safety issue, then we can
only conclude that the proposed regulation of INNs as domain names must come from WIPO's mandate to protect public health and
safety. WIPO specifically states that their proposed policy on INNs is a public health and safety measure. It is certainly not an
intellectual property issue.
What part of that do you consider not to be true?
You will further note at paragraph 45:
"[E]vidence of actual damage resulting from the registration and use of INNs as domain names is lacking". ¶ 45.
