ARe you saying that RFC1591 IS policy? I thought RFC 1591 was
a "Request for comments" nothing more or less...

And with the idea of "Trucking Through", as you put it is not a good
idea.
Good policy should be specific, comprehensive ot meet the perceived
need "Consensus", and yet address the issue(s) to which it pertains
too. Your motion does not do these things very well in your own words
Patrick. Possibly you are a "Newby" to policy formation?

I don't see it as having any chance at all in the language in which
you put
it in.

Maybe WXW does and maybe he doesn't. In this case however
with you motion, this "Glimmer of light" seems to be train coming
through a
tunnel straight for us. That usually results in a train wreck...
