It is very important to keep in mind that ICANN'S 501(c)(3) status was only
forward looking.  It has not been granted by any means based upon actual
progress or operations.  So we either have an intentional misrepresentation to
the IRS or gross incompetence.  Based upon the alteration of terms with the
DoC contract, the verisign deal, the .biz deal, the killing of the at large,
the leaked budget I think we get into a totality of the circumstance res
gestae type situation and it looks real bad.
