I am afraid that it is not the existance of this document that is a
disturbance but our Chair's reference to it during the WG-Review and his
failure to subscribe to it after we have so much support for this
process.  His Agenda to dismantle the constituency model as opposed to
the GA position my be reason.

But with that said he always rises to the occassion and I am sure he
will again.
