You can easily simplify the procedure still further.
- Publish a draft report. Give a short, but reasonable, time frame
for comments.
- Publish a final report which takes the comments collected during
the first comment period into account. Ask for objections from GA
members to be submitted before some deadline has passed, and
attach these e-mails as they came in to the report when it's
submitted to the NC.
Possibly add some technical requirements for objections, such as
"no more than 2kB of text" per submission.
