  Thank you Bruce for making us aware of this announcement.

  The link where the "Listing" regarding the full text of this REQ,
is not available, see:

for further details.

  This would seem the proper method of dealing with US controlled TLD's
rather than ICANN's method and is a interesting departure from ICANN's
"Lottery" method.  It also is in stark contrast to how the DOC handled
.EDU for instance...
