Not only just heard but headed to. The stakeholders in any ccTLD namespace
are the boss or should be. However it is likely that you are quite correct
that in some (Many?) cases with ccTLD's that the Registrants/stakeholders
have not only no voice, but no vote as well.

This would not be surprising if true. There has been some discussion on the
NCDNHC list regarding .PH and it's questionable practices. Horacio
Cadiz was the individual that brought this potential problem to the attention
of the NCDNHC just before the Stoklholm meeting.

Yes it would be troubling if true. And you ask a good question.
Possibly there are some scribe's notes from the ccTLD meeting
on the berkman site.
