If ICANN/DoC interferes with a ccTLD, it then becomes a policy body 
that supersedes sovereignty of a nation or region.  Governments and 
their citizens often have disagreements and even civil war.  By what 
right does another government or a private corporation make decisions 
concerning interaction between other governments and their citizens?

ICANN has already overstepped its authority, IMO, with the UDRP in 
determining the fate of a domain name holder in one country who is 
challenged by a corporation in another country regardless of those 
national laws.  This is going much too far for a technical coordinating 
body.
