If there is a civil dispute between the government of the US and a citizen 
or organization, who arbitrates?  There is a legal system within the 
country.  Regardless of how sophisticated or primitive, it is within that 
country's soveriegn rights to resolve it.  Unless the parties involved ask 
for arbitration by a third party, there should be no interference.
