Let's go a bit more softly here...I think there is a way to both have the NC
do it's job and also to take consultation from the GA, from those who aren't
in constitutiences. But not to replace the NC. And, that seems to be our
challenge.

That is, you want to subvert the Names Council. The things you
describe above are *precisely* what the NC is supposed to do.
