I believe that there is generality of truth to what Mr. Heath writes.
The Individuals unit will need to implement funding and ability and support for
multicultural and multilingual programs and translation or it will not have my
support.  I agree that it may take time but it must be part of an integrated and
*enforceable*  part of it's charter.
