It might be a good idea if the secretariat could resend all ballots once 
more, to maximize voter participation.

I lost email ballots too, due to heavy email traffic. Sometimes an email 
ballot gets accidentally deleted along with the spam.
This is why I designed a secure web based Polling system.
It's available.
One word from the Chair to the DNSO secretariat and the GA can use it.
