Nope.
The rules specifically provide for the voting mechanisms. Unless you
get the GA to adopt a different voting procedure, these is no
alternative available.

No, they don't.
They only permit them to act when a post is not relating to the
business of the GA. If it doesn't relate to the business of the GA,
then it also does not belong on the GA-Rules list.
