Actually, no it's not being discussed on ga-rules at all.

Let's not overstate things.  It has met with little recognition, much
less discussion.

You can ask, and you are free to discuss things where you choose, just
as the GA members are.

The only list that has the legitimacy of being the voice of the GA is
the ga@dnso.org list, however.  Anything else is an independent and
private effort.
