What is not the function of the GA? What is Joops comment/observation
or otherwise statement is indeed part of what the function of the GA
is supposed to discuss/debate and formulate opinion and potential policy
upon. So please state/quote what passage in the DNSO Charter that
prohibits or otherwise not allow for anything in Joops statement/comment
or otherwise observation? If you cannot clearly do so, I cannot consider
such a declaration as a valid one.
