One would think so.  See this:

"Here you can find information about the services established
by the National Arbitration Forum for the resolution of disputes
arising out of abusive registration and use of Internet domain
names."

If the registration is presumed to be "abusive" at the outset,
what is there left to decide?  That pitch essentially says,
"Bring your complaint to us and we'll decide in your favor."
