The only thing at the present stage I suggest you focus on are:
- no ties between the TLD Manager and NSI, ICANN or Microsoft.
- no charter redefinition: organizations are defined in RFC 920 as nothings 
special but a group of domains. A perfect case is "dhs.org" by Dassa.
