This document shows several things:
- its inconstitency as based on request and reports to and by the IANA. The 
IANA is not defined in this document and is no part to the agreement. 
Again: what is the IANA? what is its legal status? who is the responsible? 
who it is accountable to?
- the word "authoritative" seems to have replaced in the "ICANN" jargon the 
"legacy" word as suggested by NewLevel's lawyer. From the clauses about the 
root update procedure and incredible delays it is fully demonstrated that 
the ICANN is the single team of authoritative file failure (staff) of the 
Internet
