Dan,

As precedence shows, the GA can switch subjects and
address the issue on a moment's notice, but consensus?
 

I'm not sure the GA has reached an agreed-upon
consensus on any issue, ever.  

Immediate discussion, yes.  Immediate action, maybe
not.
