Please help me understand something here.

This wording is really strange. How can someone become elected before the
election process is completed? Am I missing context here?

Clear COmmunications is a CLEC and ATT is an IXC.
CLEC = Competitive Local Exchange Carrier
IXC = InterLATA Exchange Carrier

Yes, neither are generic telco. I believe that the ILEC is Bell Atlantic and
ATT isn't allowed to be an ILEC anywhere, according to the 1987 MFJ and the
1997 Telcomm Act.
