It is interesting to hear that ICANN apparently has nothing to do with
the 24.IN-ADDR.ARPA domain name, which Jon Postel gave to @Home
years ago, to allow @Home to be the central coordinator of address
allocations to cable TV companies. The management of that block was
eventually, quietly moved to ARIN, when it became clear that @Home
had billions of dollars in IP address space, allowing it to contract with the
cable TV companies.
