Because ICANN accredits registrars, who are, by contract, oblgated to 
abide by law.  If a US registar does not abide by law, then IcANN has 
the right to do something about it, and has a responsibility to investigate 
it, since it is a US corporation.  Why is the clause in the contract if it 
means nothing?
