George and all assembly members,

  Your suggestion here is not a bad idea.  It has been considered
and offered in the past as well.  This is something that the ICANN
BOD and staff should have considered when originally suggested
when the formation of the Registrars and the Registrar contracts
were underway.  It was of course ignored at that time.
