An embarrassing note from an American host of the language we use here.
My friend Joop has been labouring under a problem of concept of bottom
up. He has been labouring under the false impression that bottom up
meant for a person to take the initiative and do it. When in fact this
American Idiom means a legislative move by the many as is here by
meriam-webster;
3 a : the right to initiate legislative action b :
a procedure enabling a specified number of voters by petition to propose
a
law and secure its submission to the electorate or to the legislature
for approval --
compare REFERENDUM 1
Joop has been working as his recent post on his site shows under this
premise;
2 : energy or aptitude displayed in initiation of action : ENTERPRISE
<showed great initiative>
No Joop, I again apologize, bottom up refers to a referendum type
concept
coming from the many, not great initiative coming from the one.
My apologies to all non-american english speakers who have misconstrued
this concept.
I will again try myself to use more translatable english.
