  Indeed true, unless those seats are removed.  It seems that Vint
is in part building that possible case...

  Very true.  Yet it has repeatedly not followed the MoU or the White
paper.  And the ICANN BoD has on a number of sporadic occasions
not followed it's bylaws o changed them retroactively so as to not
technically be in violation of them when their own purposes, not related
to their public responsibility, was in their opinion, desirable...

  Correct.  A problem or axiom that the present and past ICANN
BOD members seem to too frequently forget.  Pass the buck is easier
and more sellable sometimes as you likely know Don...
