David McGuire reports in Newsbytes, that ICANN's VP and General Counsel
Louis Touton says "Any inclusion of (dot-eu) in the root zone would
require a contract
between ICANN and the operator of the registry."

What a pompous ass this is. ICANN has absolutely no authority to
"require" a contract.
This conflict between being VP and General Counsel is just disgusting.
