Richard and all,

  Interesting stuff here Richard.  Yes the accountability that the ICANN
staff is charged in part with oversight on they themselves do not do.
Hence it is difficult even in one's wildest imagination to believe that
the ICANN staff in particular and the ICANN BoD to a somewhat
lesser degree would enforce accountability on their Registries,
or registrars.  They haven't done it yet, and are not even wanting to do it
even though it is in part their job.
