I'm not aware of any condition that requires a registrar to sell to
the public, only to have an interface for "their customers" whoever
those customers may be.
Can you point out where that requirement is documented?
- Conversely, can you point out the DoC document that permitted ICANN to
remove the requirement to coordinate the DNS for the public benefit?
