Eric and all assembly members,

  Your comments seem to only address the symptom of the problem
which is the privacy issue regarding listing in the WHOIS record
of listing personal and private information such as home address,
name and phone Number as well as perhaps private E-Mail
address, which is where the bulk E-mail/UCE/Spam symptom
comes into play...

  As to your comments on this symptom, your comment Eric does
not seem to ring true in practice.  Some automated marketing
e-mail software does not recognize whether or not a spam
mail/marketing blitz e-mail address responds or not.  Hence
your idea although sounds plausible on the surface, is many times
not true in actual practice.
