This is fairly old news here Joanna, and yes the DOC/NTIA is
aware of these contracts and were before they were consummated
by the ASO RIR's and the ICANN BOD and staff.  As to why
they allowed them is of some serious concern mostly because
of the detail terms of these contracts which may bleed over to future
gTLD and ccTLD contracts.  I hope that everyone here sees
the handwriting on the wall though...
