We at INEGroup would agree with this assessment, and not just with Whois
information either. The ICANN staff is now and never has been prepared
to do it's oversight job as required in the MoU and White Paper. I contend
and have contended from the very beginning that ICANN would at least
have great difficulties in doing so given their particular staff and BoD
makeup especially after MdR 2000. This is a systemic and central serious
problem that the ICANN BoD and in particular the ICANN staff
has had that is causing much discontent on an ever widening and
deepening scale... ICANN does however have most of the means
and/or the ability to gather the means to do it's oversight properly,
fairly promptly, and with the consensus of the stakeholders but
has chosen not to do so for a number of now well documented
and discussed reasons...
