  Yes if the DNSO GA is to be an effective and viable assembly within
the DNSO it does IMHO...

  CUrrently the DNSO GA, yet unfortunately again has a Chair that
seems very reluctant to issue a ballot on any issue of interest to the
GA members even after repeated requests for one on a number of
issues discussed/Debated or previously so.

  Some GA members, such as myself have stated emphatically that this
is concerning if no down right disruptive.

  I think Jamie was trying to introduce a opportunity for constructive
change to a normal sort of assembly to the GA with his question.
I hope you and others will look at Jamies suggestion and question
in that light....
