  It is not a single issue.  The rebid encompasses any and all of the
issues to which ICANN has either messed up, imposed edicts
that are not the will of the stakeholders/users or to their benefit,
and overall behavior of the ICANN BoD to fail to fulfill their
Mandates under the White Paper and the MoU...
