NO, you're wrong.  The Charter does not state anything of the sort. 
 Your "point of order" is invalid and not explicitly supported by the 
Charter.  What the Charter does say is what *should* qualify those who 
participate in the GA (i.e. knowledge and interests of the DNSO's 
primary areas of responsibility) and NOT what they may deliberate upon, 
nor who the MUST be.  Nice try.
