There are may stakeholders that do not have a constituency and have
not been "Allowed" to have one by the ICANN BOD and staff as well
as the NC. The IDNO comes to mind some time ago along these
lines for instance.

As is a part of the official record the GA as well as the NCC have
voiced their desire for an individuals constituency. (See relevant
DNSO GA and NCC archives for further information Marilyn)

Yes but non-members are not allowed to vote so therefore their
participation really counts for nothing of substance and therefore
also do not have a voice and a vote in decisions regarding DNSO
or other ICANN related policy decisions as is required under
the White Paper and the MoU.

Tell that to Vany. As you may recall Stuart Lynn denied or ask Vany
to leave a particular meeting in Accra... Also documented on the NCC
and the DNSO GA list archives as well....

Yes Thomas, Alexander, and the NC are certainly a "Work in progress".
But that's not what is needed in the GA or the NC. We the GA members
need and deserve an NC and Chair and alt Chair of the GA that are a
finished work with some polish and specific experience... Not a dog
and pony show or a Ringling bros. MC of ceremonies...
