I think that you conclusion here is pretty dismal and also not valid.
First, the most important of what you listed needs to be addressed
as a priority. Those two being:
... for the benefit of the public.
... for the benefit of the Registrants and users of the global Internet.
( Note I added Registrants to Thomas's first two points here, as
that is where they belong )
Once ICANN addresses these, which is has not yet done or
done fully than it must ensure according to the MoU and the
White Paper to address secondarily the latter two:
. as a cooperative effort of registries, and
registrars, for their mutual benefit. ( Note I removed "Registrants"
because they belong in the First Two of Thomas's points to be
addressed ).
Hence Thomas, I think you are a bit, and still confused...
