CIRA is only able to hold elections because each registrant is tagged in the
registry database as being a voter/non-voter with each registration
submitted.
This was only possible because CIRA required all legacy registrants to
re-register when they assumed control of the delegation.
This was only possible because of the relatively small number of
registrations that were concerned.
I'll leave the rest to your imagination.
