on the contrary: it has an absolutely factual basis in events during
the NATO-FYU war. it;s true that FYU didn't lose its connectivity;
but that's due to some sharp activism, not governmental restraint. 

afaik, those events had nothing to do with ICANN -- and it's a good 
thing too, because staff would have caved in a second.
