An entirely different issue. In this case, Verisign actually broke the
law, and in fact the US Postal Service opened an investigation against
Verisign for mail fraud after receiving a flood of complaints from
consumers.
ICANN's responsibility is to promote competition. That doesn't mean
that they are deciding if a particular action is legal under antitrust
laws, etc. ICANN can decide something is anticompetitive which is not
necessary unlawful.

Said competitor is not an accredited registrar, and is not under
contract to ICANN.
